The project, funded by the humanitarian aid office of the European Union (DIP ECHO), called "Improving disaster risk preparedness and response capacities in the North, East and Boucle regions. du Mouhoun” is in its second phase. This is implemented jointly by Terre des Hommes Netherlands (TdH-NL), Action Contre la Faim (ACF) and Terre des hommes-Lausanne Foundation (TdH-L)in partnership with national technical services, and aims to ensure good risk preparedness , to set up an early warning and response system in the North, East and Boucle du Mouhoun regions of Burkina Faso, and to strengthen the capacities of the National Emergency Relief and Rehabilitation Council (CONASUR).

This project will intervene through the strengthening of preparedness measures for health structures, the establishment of a surveillance and early warning system of health risks and shocks at the community level and support for the implementation of rapid response mechanisms for health structures and communities in areas still little affected by security degradation.

The project will therefore make it possible to continue the deployment of the surveillance and early warning system put in place by TdH-L since April 1, 2018, which integrates both data from the electronic consultation register (REC) and information on shocks provided by communities. This surveillance system, coupled with an early warning system by SMS, informs the branches of CONASUR and / or the health services for a rapid response. In addition, the national level will be strengthened to improve its response capacity to disasters. Also, the project will strengthen the health structures of the new intervention areas with preparatory measures to deal with peaks in consultations based on the innovative digitalized SURGE PCIME methodology.

The actors of the health system will be supported for the implementation of risk analysis tools, SURGE action plans and rapid response mechanisms and strengthened in their response capacity according to needs. Through these activities, the project will contribute to the sustainable reduction of the vulnerabilities of populations in the face of disasters in 5 new health districts in the North, Boucle du Mouhoun and East regions: The Diapaga and Gayéri districts in the East region, the Tougan district in the Boucle du Mouhoun region and the Gourcy and Séguénéga district in the North region. In addition, light support will be maintained in the Ouahigouya district, formerly the Northern Health District, to allow ongoing activities in the area to be maintained. As an overall objective, it is to contribute to strengthening the capacity of the health system and emergency relief and rehabilitation structures to prepare for an emergency response in the areas affected by the conflict in Burkina Faso.

Result 1: The health structures are prepared to respond to the peaks linked to the main morbidities in children aged 0 - 5 years.

Result 2: The capacities of local communities and decentralized services of CONASUR for emergency preparedness and response in areas affected by the security crisis are improved.

Result 3: Capacity building of the CONASUR system for better preparation for the emergency response at the national level.

So as to achieve Result 3, the project is recruiting an international consultant to support CONASUR through an organizational diagnosis of the structure allowing the capacity building of the CONASUR system for better preparation for the emergency response to National level.


The overall objective of the mission is to carry out an organizational diagnosis of CONASUR to determine the levers on which it will be necessary to act to make it more operational for better preparation for the emergency response at the national level.

Specifically, it will be:

  • Carry out an in-depth diagnosis of CONASUR's organizational capacity including;
  • Carry out a shared analysis of the strengths and weaknesses of the structure;
  • Carry out a shared analysis of the opportunities and threats of the context that promote or hinder the effective and efficient functioning of CONASUR;
  • Develop priority strategic directions for the organization as well as an organizational development plan for CONASUR using a participatory approach;
  • Propose a capacity building plan for CONASUR members and initiate training courses for CONASUR members;
  • Propose an effective communication plan;
  • Propose a resource mobilization plan;
  • Document the diagnostic study with a report that will be presented to all stakeholders during a workshop.
  • Support the implementation of the recommendations of the diagnostic report
  • Support CONASUR for the finalization of the national multi-risk plan, its validation and its dissemination.
  • Support CONASUR for the validation of the national strategy for disaster prevention and management.

In general, establish a trusted partnership with CONASUR.


To conduct the mission, the consultant will propose an active, participatory methodology which will be appreciated by the selection committee. It should be noted, however, that the scope of the study concerns all of CONASUR's preparedness, risk and disaster reduction activities.


In connection with the operational diagnosis of CONASUR

  • An inception report that includes an explanation of the diagnostic methodology, a CONASUR evaluation timeline, collection tools (questionnaires and interview protocols) adapted to the targets. This report must be submitted one week after the start of the mission to the project teams through a contact point at TdH-L;
  • A provisional diagnostic report in electronic version which must be amended by the project team through the coordination of TdH-L;
  • A restitution workshop for the organizational diagnosis of CONASUR: a presentation in PPT format of the main results of the diagnosis to TdH before the restitution date in plenary with partners and beneficiaries; prepare and lead the various briefings on the results of the study;
  • A final report and synthetic summary of the diagnosis (5 pages maximum) in electronic version containing a brief diagnostic presentation and the main observations and recommendations.
  • In connection with the implementation of the recommendations of the diagnostic report:

- Reports of implemented activities

- Data collection on project indicators, beneficiaries

  • A final report of the mission in electronic version written in French or English and translated into the other language (integrating all the activities carried out, the level of achievement of the objectives and all the documents produced during the period) destined to TDH-NL and Tdh-L.
Responsibilities of the consultant
  • Ensure contact and presentation of its main missions to targeted partners.
  • Organize working meetings with CONASUR and the NGOs of the consortium.
  • Development of a chronogram of activities and restitution of results.
  • Development and validation of collection tools for the diagnosis.
  • Organize exploratory talks with the structures of CONASUR.
  • Develop quality reports transmitted on time, as described in the deliverables, and have them validated by the project team through the coordination of TdH-L.
  • Carry out its mission conscientiously in order to contribute to the achievement of the project objectives.
  • Respect the institutional policies of TdH-NL and TdH-L.


For the mission of this study, natural persons (consultants or experts) are sought.

A consultant with a profile in: public health, risk and disaster management and reduction, or demography.

  • Justifying the required skills and good experience in participatory study.
  • Having a strong experience in relation to projects in risk and disaster management and reduction
  • Have at least a second cycle diploma (Bac + 5) or any other equivalent diploma.
  • Having at least five (5) years of professional experience in the field of institutional strengthening in developing countries.
  • Knowledge of the Sahelian or Burkinabè context is an asset.
  • He or she should also:
  • Have extensive experience in the application of participatory approaches and knowledge sharing;
  • Have extensive experience in conducting thematic studies;
  • Have a great capacity for synthesis and writing methodological notes;
  • Partnership approaches;
  • Perfect command of written and spoken French and English.


    The mission will take place in Burkina Faso and will last six (6) months from December 2020.
