CONTEXT
The project, funded by the humanitarian aid office of the European Union (DIP ECHO), called "Improving disaster risk preparedness and response capacities in the North, East and Boucle regions. du Mouhoun” is in its second phase. This is implemented jointly by Terre des Hommes Netherlands (TdH-NL), Action Contre la Faim (ACF) and Terre des hommes-Lausanne Foundation (TdH-L)in partnership with national technical services, and aims to ensure good risk preparedness , to set up an early warning and response system in the North, East and Boucle du Mouhoun regions of Burkina Faso, and to strengthen the capacities of the National Emergency Relief and Rehabilitation Council (CONASUR).
This project will intervene through the strengthening of preparedness measures for health structures, the establishment of a surveillance and early warning system of health risks and shocks at the community level and support for the implementation of rapid response mechanisms for health structures and communities in areas still little affected by security degradation.
The project will therefore make it possible to continue the deployment of the surveillance and early warning system put in place by TdH-L since April 1, 2018, which integrates both data from the electronic consultation register (REC) and information on shocks provided by communities. This surveillance system, coupled with an early warning system by SMS, informs the branches of CONASUR and / or the health services for a rapid response. In addition, the national level will be strengthened to improve its response capacity to disasters. Also, the project will strengthen the health structures of the new intervention areas with preparatory measures to deal with peaks in consultations based on the innovative digitalized SURGE PCIME methodology.
The actors of the health system will be supported for the implementation of risk analysis tools, SURGE action plans and rapid response mechanisms and strengthened in their response capacity according to needs. Through these activities, the project will contribute to the sustainable reduction of the vulnerabilities of populations in the face of disasters in 5 new health districts in the North, Boucle du Mouhoun and East regions: The Diapaga and Gayéri districts in the East region, the Tougan district in the Boucle du Mouhoun region and the Gourcy and Séguénéga district in the North region. In addition, light support will be maintained in the Ouahigouya district, formerly the Northern Health District, to allow ongoing activities in the area to be maintained. As an overall objective, it is to contribute to strengthening the capacity of the health system and emergency relief and rehabilitation structures to prepare for an emergency response in the areas affected by the conflict in Burkina Faso.
Result 1: The health structures are prepared to respond to the peaks linked to the main morbidities in children aged 0 - 5 years.
Result 2: The capacities of local communities and decentralized services of CONASUR for emergency preparedness and response in areas affected by the security crisis are improved.
Result 3: Capacity building of the CONASUR system for better preparation for the emergency response at the national level.
So as to achieve Result 3, the project is recruiting an international consultant to support CONASUR through an organizational diagnosis of the structure allowing the capacity building of the CONASUR system for better preparation for the emergency response to National level.
The overall objective of the mission is to carry out an organizational diagnosis of CONASUR to determine the levers on which it will be necessary to act to make it more operational for better preparation for the emergency response at the national level.

PROFILE OF THE CONSULTANT
For the mission of this study, natural persons (consultants or experts) are sought.
A consultant with a profile in: public health, risk and disaster management and reduction, or demography.
The mission will take place in Burkina Faso and will last six (6) months from December 2020.
